Approval of 2004 Meeting Minutes

Minutes for 2004 meeting were posted at the CSTAE website since last spring on the Caucus on Social Theory and Art Education website. (Site home: http://explorations.sva.psu.edu/cstae/

2004 minutes: http://explorations.sva.psu.edu/cstae/minutes/min2004.htm)

Karen Keifer-Boyd moved and Joyce Centofanti seconded that the minutes be approved. Passed unanimously.

Membership and Financial Report

Treasurer Sara Wilson McKay reported that CSTAE has 96 current members (up from 52 at the 2004 Business Meeting) and a total cash balance from last year of $3500. Dues for membership in the Caucus remain $20.00 Debbie Smith-Shank moved and Joyce Centofanti seconded that the treasurerŐs report by accepted. Passed unanimously.

2005 Conference Sessions

Jim Sanders reported on the process by which the CSTAE selected proposals for the 2005 conference and the way in which the CSTAE plan for scheduling proposals was changed without consultation with the CSTAE by NAEA conference organizing.

There were 40 proposals submitted for presentations at this year's conference, for which the caucus was issued 10 one-hour slots of time. With 30 strong proposals, the Caucus' three elected readers recommended reducing all single-presenters' requested 50-minute time slots to 25 minutes in order to enable more new voices to be heardŃa strategy that would have resulted in 17 sessions (three 50-minute sessions for groups of multiple presenters and fourteen 25-minute sessions), had the Caucus' explicit recommendations been followed by this year's conference coordinator. Unfortunately, the express directions of the Caucus were not followed and two of the three hour-long sessions were rejected, despite having been approved by caucus readers.

In discussion, members expressed frustration at the lack of transparency of the process of final selection of conference proposals. There was agreement that respect for academic freedom should be an important value of a professional education organization and that this respect was not evident in the handling of the session scheduling process. Members agreed that it was important for Caucus leaders to represent their concerns to the NAEA administration and board.

Social Theory in Art Education Journal

jan jagodzinski reported that due to the unusually early date of the NAEA conference, he and fellow editor William Wightman were unable to complete work on the journal in time for it to be distributed at the conference. Many outstanding articles are still being revised by their authors. jagodzinski thanked the many referees for their work on the journal. The theme of the soon-to-be published 2005 journal (expected in early May) is unBECOMING.

After considering several options, the meeting decided by consensus that the theme of the 2006 issue of the Journal of Social Theory in Art Education will be Out of Sight/Out of Cite/Out of Site. The theme complements the CSTAEŐs proposed book, InSIGHT/InCITE/InSITE: 25 Years of The Journal of Social Theory in Art Education. (See below for more information on this project.)

Karen Keifer-Boyd reported on many efforts to make The Journal of Social Theory in Art Education more accessible. A full set of JSTAE is available at Penn State Library's Media Center. Other CSTAE archival material will also be gathered at Penn State. A complete list of JSTAE issues, Volumes 1 through 24 (1980-2004) with table of contents and the text of the opening editorial is available on the Caucus Web site.

Recent volumes of The Journal of Social Theory in Art Education (JSTAE) will be accessible as full-text pdf files on the ProQuest database, which is subscribed to by many university libraries, making JSTAE internationally available. Searches can be conducted by author name, journal title, subject, article title, and key terms. Making JSTAE more available will make it more advantageous for authors to publish in the journal because of wider distribution and issues related to work being valued for tenure purposes. Karen distributed copies of the License Agreement with ProQuest. Others who are interested in receiving a copy of the agreement can contact Karen at kk-b@psu.edu

The issue of making JSTAE more available to the general membership of NAEA was discussed. Several years ago, a number of Issues Groups joined together to rent a booth in the exhibitions area to sell journals. This was not deemed to be a successful strategy as few journals were sold in the carnivalesque atmosphere of the exhibition hall and it prevented members from attending the conference while tending the booth. After discussion of various options, the members concurred that the CSTAE leadership should again request that the National Art Education Association sell independent art education journals such as the JSTAE, the Journal of Cultural Research, and Visual Arts Research at the NAEA publications booth.

Meeting participants concurred in thanking Karen Keifer-Boyd for her diligent work in making the research of 25 years of the Social Theory Caucus available for the use of todayŐs art educators.

JSTAE Book

Another important CSTAE project to preserve and share the legacy of the Caucus of Social Theory and Art Education is the preparation of a book, InSIGHT/InCITE/InSITE: 25 Years of The Journal of Social Theory in Art Education, which explores the significance of social theory in understanding important issues in the field of art education. The text is co-authored by Karen Keifer-Boyd, Mike Emme, and jan jagodzinski with contributions of 12 reprinted articles by prior Journal of Social Theory in Art Education (JSTAE) authors. We hope NAEA will publish InSIGHT/InCITE/InSITE in recognition of the leadership role the group and its scholars have played in the field over the past quarter century. There was discussion of including with the book a searchable CD-ROM with hyperlinked index, containing all articles of 25 years of JSTAE.

The authors have prepared a proposal with first and last chapters to use in seeking a publisher. The first choice of publisher is the NAEA.

NAEA Column

Jodi Kushins reported on work as one of the CSTAE columnists. Members agreed that it would be good to continue the practice, originally instituted by Kevin Tavin and Amy Snider, of using the column as a space for on-going conversations regarding social theory and art education. Bob Bersson mentioned how much he had enjoyed the columns in the last year. Jodi Kushins mentioned that she and the other columnists appreciated receiving feedback.

Delegates Assembly Report

Michael Emme explained that Issue group delegates at NAEA are only allowed to observe and speak. They are not voting members, nor can they make proposals or motions. Their only status is as advisory to the NAEA board. Michael Emme and Dan Barney acted as CSTAE representatives at the Assembly this year.

This year the Delegates Assembly formed committees based on different points in the NAEA strategic plan. This is an opportunity for the CSTAE to align itself with one of these committees and become more involved in the workings of NAEA. Each region will act as a committee on one of the strategic points. The Pacific Region will focus on Internal Communications. Michael Emme will participate in this work.

There was much frustration expressed at the Delegates Assembly about how uninformative the NAEA Web site is. Substantive money has been set aside in the next yearsŐ budget to create a more useful Web site. Michael advocated that as a service to members the NAEA site link to the various Special Interest Group sites. CSTAE is linked at http://www.naea-reston.org/research_artsorgs.html
