Annual Business Meeting 2000
Attending: Karen Keifer-Boyd, Kim Cosier, J. Ulbricht, Doug Blandy, Laurie Hicks, Frank Pio, Pam Krakowski, Denise Perrin, Dennis Fehr, Kristin Congdon, Anna Wagner-Ott, Barbara Bridges, Paul Bolin, and Deborah Weir-Kahn.
The meeting was called to order by Coordinator Karen Keifer-Boyd. A copy of the agenda and amended bylaws were passed out to each attendee. KK-B extended an invitation to those present to attend the CSTAE's annual social event and reminded members that this year marked the 20th anniversary of the CSTAE. KK-B noted that many members were unable to attend the meeting because they had not yet arrived at the conference. Each person in the group joined in a quick round of introductions.
Karen Keifer-Boyd passed out a hard copy of the 1999 minutes to those interested and reminded members that the minutes can be accessed at the CSTAE Web site. The minutes of the 1999 business meeting were approved.
Reports:
Conference: Karen Keifer-Boyd stood in for Mike Emme, coordinator-elect, who could not attend the business meeting and reported on the conference proposals submitted for the 2000 conference: 21 conference proposals were submitted and 18 were allowed by NAEA. KK-B reminded members that the number of presentation time slots allotted by NAEA is determined by the number of proposals submitted under the CSTAE so members and non-members (who we hope will join CSTAE) are encouraged to submit. There was a brief discussion of the scheduling problems that arose during this conference. The fact that almost all CSTAE presentations were scheduled as Roundtable discussions during the same time slot was seen by a number of those present as problematic.
Journal Editor: Yvonne Gaudelius was not in attendance. Karen Keifer-Boyd delivered the report. The journal was mailed too late to have been received by members before the conference due a number of problems including time conflicts for the editor and disappearing mailing labels. KK-B stepped in and finished the journal. It was in the mailed on march 24th, 2000. There were 9 articles submitted for the last journal and 4 accepted. It was noted that this rate of acceptance shows that the expected level of scholarship is high. Others are encouraged to submit for the next volume. 200 journals were printed. KK-B announced the time slot for dialogue with the authors and several members commented that this session was very productive at last year's conference. Next year's editor will be jan jagadzinski. It was noted by KK-B that it was unfair to expect jan to get the next journal out by June 2000 so there will be no journal until June 2001.
Treasurer: Due to the fact that there will be no journal in the year 2000, the CSTAE Executive Board decided to not collect dues and make 2000 a complimentary membership year. The benefit of doing this would be that we could increase membership and gain added leverage within NAEA. It was noted by Dennis Fehr that out of roughly 15,000 NAEA members, the CSTAE currently has only 71.
Delegate: Delegate representative, Ed Check, was unable to attend the conference and therefore unable to attend the Delegate's Assembly. Karen Keifer-Boyd and Dennis Fehr went in his place. Karen reported that the most interesting item from the meeting was that each state was going to choose art works from K-12 art programs to display on the Times Square LED boards during the 2001 convention. She suggested that we should get the word out and try to have some work that reflects social issues.

Web site/ Newsletter: Karen Keifer-Boyd distributed a handout
with the Web address and asked members to send her a synopsis
of presentations for the newsletter.
New Business: Karen Keifer-Boyd opened the discussion of the next journal and conference theme. Pam Krakaowski asked that former themes be reviewed: "Empowerment Through Dialogue," "Invisible in Plain Sight, "Community," and "Marking Time" were noted by various members as the past themes. J. Ulbricht suggested "visual culture" as our theme. Dennis Fehr suggested "social theory in K-12 art education." There was much discussion around these ideas. It was noted by Laurie Hicks that K-12 art teachers do not typically read the CSTAE journal so if we want to have them contribute we will have to advertise in other venues. The tension between the desire to include K-12 practitioners and the reputation of scholarly writing in the CSTAE journal was discussed. Frank Pio suggested "community" as a theme and asked how we get community involved with social issues and causes. The notion that focusing on "K-12" excludes many venues of art education was brought up and it was suggested that the theme be "social theory and children and youth." Doug Blandy noted that the conception of art education and visual culture is broadening. Several members agreed that we should be rethinking art education in a broader context. Several themes that would be more inclusive than K-12 were suggested and in the end consensus was reached on the theme: "Social Action with Children and Youth." Several sites for calls for papers to K-12 teachers were discussed including School Arts, Arts and Activities, Art Education, and state newsletters were suggested. The deadline for submissions is October 15, 2000.
By-laws: Karen Keifer-Boyd announced that the changes to the by-laws had been posted on the Web site and asked how members wanted to handle a vote on them. Kristin Congdon made a motion that the amendments be approved based on approval by the executive committee. Doug Blandy seconded the motion and the motion passed unanimously.
The Caucus on Social Theory and Art Education, an NAEA Issues Group
The Caucus on Social Theory and Art Education (the Caucus) seeks to promote the use of theoretical concepts from the social sciences; to study visual culture and the teaching of art; to inform art educators about theory and practice in the social sciences, thus acting as a liaison between social scientists and art educators; to encourage research into the social context of visual culture and teaching art; and to develop socially relevant programs for use in teach art.

Membership is not a precondition for submittance. Original manuscripts, including an abstract, should be prepared according to the APA (4th ed.) style. Please place your name on a separate paper to help facilitate anonymous review. Attending: Karen Keifer-Boyd, Mike Emme, Dennis Fehr, Kim Cosier
Karen Keifer-Boyd opened the meeting by discussing the fact
that membership
is complimentary this year. She suggested a membership drive and
call to
action in the newsletter. It was reported by KK-B that we do not
have a
Treasurer. She stated that the following positions must be voted
on according
to the By-laws: Treasurer, Coordinator, Coordinator-Elect.
Journal: jan jagadzinski is the editor for the next volume of the Journal of Social Theory in Art Education. Karen Keifer-Boyd stated that it has been decided that, given the difficulties with the last journal, there will be no journal in June 2000, rather, it will come out in June, 2001. KK-B said that Yvonne Gaudelius has two articles remaining from submissions to the previous volume. Members discussed procedure in cases where articles are left outstanding by a previous editor and it was decided that the policy should be:
When there is a change of editorship and there are articles still outstanding, the prior editor should send back articles and ask the author to resubmit. Mike Emme noted that the themes change over time which could cause a problem without this policy. He then said that authors and editors are often fairly loose about interpretations of themes so it may not be problematic.
Kim Cosier announced that the conference theme for next year is "Social Action with Children and Youth."
The need to prepare a common Call for Papers for the next volume of the journal was discussed. Kim Cosier noted Laurie Hicks' suggestion to print calls for papers in publications that teachers read such as Art Education, School Arts, Arts and Activities, and state newsletters. There was a great deal of discussion about how a journal that includes the voice of practitioners might look. It was again noted that the writing in the journal is typically more scholarly than the publications most often used by practitioners. It was also noted that the editor should be the person to make decisions about how the journal will look in the end. It was suggested that this volume be divided and that jan edit the theoretical papers and Mike edit the practical papers. Mike agreed to discuss this idea with jan (who was ill and unable to attend the meeting). They are both work together at the same institution.
Membership: Dennis Fehr brought up the need to recruit new members noting that this year should be an outreach year since we will not collect dues. Karen Keifer-Boyd suggested that we should email current members and request that they recruit new members. Mike Emme noted that we should start with the people we know. D Fehr suggested using the newsletter column as a way to reach new members.
By-Laws: Karen Keifer-Boyd announced that the general membership had voted to allow the executive committee to vote on changes to the by-laws. Article V-Amendments
Amendments to the By-Laws may be made at the annual general
business meeting by a majority vote of the members present if
the membership has been informed
of the proposed amendment [one month] prior to the annual meeting.
(Absentee
ballots may be obtained from the Coordinator.)
The main changes:
Article II - Membership
"CSTAE publications" in place of "newsletter"
Article III - Governance
"Recorder of the CSTAE Executive and Business annual meetings"
instead of "Secretary."
Other changes made times more flexible and corrected language
within the
By-Laws.
Article III Officers #9- Journal editor requests mailing labels form the Treasurer and mails JSTAE
# - 13 criteria for reviewers amended.
All executive committee members voted in favor of adoption of amendments to the By-Laws.
Karen Keifer-Boyd opened a discussion of the Delegate's Assembly.
Attendance
at the Delegate's Assembly gives the CSTAE a voice. Much discussion
ensued about the decision by NAEA to change group status from
"Affiliates" to "Issues Groups." It was discussed
whether the effect of this move may marginalize various groups.
The term "affiliate" was seen by some as more inclusive
than "issues group." A question was raised about the
responsibility of each of these categories and whether or not
the responsibilities changed with the labels. The scheduling problems
were brought up by Mike Emme as an example of the marginalization
of Issue Groups. All of the CSTAE presentations were scheduled
together at the roundtables which made it impossible for interested
parties to attend many presentations. D Fehr suggested that we
email Nancy Walkup and politely express our concerns about scheduling
issues.
ERIC: Kim Cosier explained that NAEA has made a grant
available to include
more art education literature in the ERIC database. In order to
include the
JSTAE, the Coordinator must sign a release form and make copies
of the JSTAE
available for abstracting and entry into the database. Karen thought
that we had been mailing to ERIC. Kim stated she would check whether
the journals were received and index in ERIC and if not would
request the missing volumes from archivist, Arthur Guagliumi (aguagliumi@snet.net).
NAEA web site: Karen Keifer-Boyd reported that there is now a link in the NAEA Web site to the CSTAE's page but the Caucus is not listed in NAEA publications pamphlet.
NAEA Hearings: Karen Keifer-Boyd described to the Executive Board at their "hearings" on April 2, 2000 (which will go into their report) to not schedule annual business meetings before or during the delegates assembly since we need to hear the report from the delegate representative at the annual business meeting. She stated that it was unfair to change proposals for 50 minutes into round table talks without informing the presenters (which was the case in some instances this year) and that not to place CSTAE as roundtables unless the presenter proposed this format. She further emphasized at the hearings that the NAEA conference coordinator should not schedule CSTAE sessions at the same time and that they should be scheduled throughout the full 5 days of the conference.
