CSTAE

Article I - Purpose
The Caucus on Social Theory and Art
Education (the Caucus) seeks to promote the use of theoretical
concepts from the social sciences; to study visual culture and
the teaching of art; to inform art educators about theory and
practice in the social sciences, thus acting as a liaison between
social scientists and art educators; to encourage research into
the social context of visual culture and teaching art; and to
develop socially relevant programs for use in teach art.
Article II - Membership
All persons belonging to the National
Art Education Association are eligible to become members of the
Caucus. NAEA members who pay Caucus dues will be granted membership.
This fee shall be determined by the Executive Committee. Payment
of dues entitles each member to CSTAE publications. Membership
in the Caucus runs from April to April.
Article III - Governance
The Caucus will be run by an Executive
Committee made up of an elected: Coordinator, Coordinator-Elect,
and Treasurer; and an appointed: Journal Editor, Newsletter Editor,
NAEA News Columnist, Recorder of the CSTAE Executive and
Business annual meetings, and Delegate. The term of each elected
office and the appointed offices of Journal Editor, NAEA Columnist,
and Delegate is for two years. Other appointed positions may be
for 1 or 2 year terms. The Coordinator-Elect is elected in odd-numbered
years. The Treasurer is elected in even-numbered years. Upon election
of the Coordinator-Elect, the former Coordinator-Elect automatically
becomes the Coordinator. The new Coordinator nominates the appointed
officers which are then approved by the outgoing Executive Board.
The election/appointment process will take place through the Coordinator
sending an e-mail to members calling for nominations at least
one month prior to the annual NAEA conference. A majority vote
at the CSTAE Annual Business meeting will elect Coordinator, and
Coordinator-Elect on odd-numbered years, and Treasurer on even-numbered
years.
Article III - Officers
- COORDINATOR
Eligibility: Individual who was the most recent Coordinator-Elect
of the CSTAE.
Term: Two years following term as Coordinator-Elect.
Responsibilities:
1. Oversees all those responsible for various tasks. (Facilitates
communication, assists officers in carrying out their tasks,
keeps Caucus business on line.)
2. Gathers information of interest to membership for publication
on the Web site.
3. Reviews articles for NAEA NEWS column with the Columnist.
(Insures announcements are included such as calls for journal
submissions, names of new officers, membership fees, and other
information.)
4. Solicits conference proposals, secures meeting blocks, files
proposal forms for business meetings, etc.
5. Runs the Annual General business meeting with a planned agenda
including: acceptance of previous minutes, reports from officers,
election/appointment of new officers, inclusion of new members,
selection of next year's annual conference and journal theme,
etc. Appoints a member to record the meeting.
6. Authors a final report of Caucus activities and concerns to
deliver at the NAEA Board Meeting. (This report should include
updates on publications, membership, and budget)
7. Attends to incidental business that arises (name change, conference
revisions, etc.)
8. Maintains liaisons with Affiliate, Division, Issues, and Regional
groups.
9. Sends all pertinent material to new Coordinator at the end
of term.
10. Maintains accurate contact information for all CSTAE officers.

- COORDINATOR-ELECT
Eligibility: Any current CSTAE member who is also
currently an NAEA member, does not hold another CSTAE position,
and has been a member for at least two years.
Term: Elected on odd numbered years for a two-year term.
Responsibilities:
1. Plans with the Coordinator CSTAE events at the NAEA national
meeting.
2. Reviews and selects proposals submitted in the CSTAE category
for the annual NAEA convention (insures that the Business meeting
and JSTAE author session are included and presents criteria for
selection at the annual business meeting)
3. Plans the CSTAE annual social gathering to take place during
the NAEA Conference. (Selects time, location, makes reservation,
writes invitation, and sends info to Coordinator at least one
week prior to conference to inform membership via email and in
a conference flyer)
4. Comprises a list of CSTAE presentations which is submitted
to the Coordinator to place on the CSTAE Web site, prepare as
a flyer to distribute at the NAEA annual conference, and to send
it electronically to members prior to the annual conference.
5. Assists the Coordinator in the execution of her/his duties.

- TREASURER
Eligibility: Any current CSTAE member who is also
currently an NAEA member, does not hold another CSTAE position,
and has been a member for at least two years.
Term: Elected on even numbered years for a two year term.
Responsibilities:
1. Receives and records membership dues.
2. Maintains membership addresses and creates mailing labels
for CSTAE publications.
3. Maintains financial records and reports.
4. Prepares and presents CSTAE annual financial report.
5. Prepares and presents operating budget for next year at annual
meeting.
6. Sends current mailing labels to the journal editor, retains
back issues for distribution upon request, photocopies back issues
as requested, receives and fills institutional journal orders)
7. Acts as contact person for ERIC system (sends the journal
annually).
JOURNAL EDITOR
Eligibility: Any current NAEA member who has been
a member of the CSTAE for at least two years and does not currently
hold another office in the CSTAE.
Term: Appointed by the Coordinator (at the start of his/her
term with approval from the Executive Committee) for two years.
Responsibilities:
1. Solicits for articles through the CSTAE newsletter, NAEA
News column, and other appropriate sources.
2. Receives articles submitted for publication
3. Sends copies of articles to (usually three) referees
4. Notifies authors of receipt and status of articles submitted
5. Edits final version of all submissions to journal
6. Writes an editorial for each issue of the journal during term.
7. Supervises layout and camera-ready production of copy for
journal
8. Arranges for printing and binding of the journal
9. Requests mailing labels from the Treasurer and mails JSTAE.
10. Keeps total costs within budgeted amount.
11. Writes an annual report on the JSTAE (it's submitted to the
NAEA) to include, number of submissions, number accepted, list
of reviewers, and the cost of printing and mailing the journal.
12. Submits proposal for the annual NAEA/CSTAE session "Dialogue
with The Journal of Social Theory in Art Education Authors and
Artists" and facilitates session.
13. Selects JSTAE reviewers based on the following criteria:
(a) CSTAE member, (b) has published work in the field, (c) has
published in an area related to the article asked to review,
(d) has not submitted an article for review for the particular
volume serving as reviewer

- DELEGATE (to the NAEA's General
Assembly)
Eligibility: Any current NAEA member who has been
a member of the CSTAE for at least two years.
Term: Appointed by the Coordinator (at the start of his/her
term with approval from the Executive Committee) for two years,
and may not exceed two consecutive terms in office.
Responsibilities:
1. Notifies the NAEA central office of Delegate's name, address,
and phone number by May 31st.
2. Reviews information sent from the NAEA during the year and
send a summary of any information pertinent to the CSTAE membership
to the newsletter editor for publication.
3. Attends the two days of delegate sessions held during the
first two days of the NAEA annual convention. (Appoint alternate
if unable to attend.)
4. Attends the CSTAE annual business meeting and report on actions
taken at the Delegate's Assembly.
5. Competes and returns the annual Delegate's report solicited
from the NAEA.
6. Works with other CSTAE officers during the year to respond
to relevant issues and events as they occur.

- COLUMNIST (for the NAEA News
)
Eligibility: Any current CSTAE member who possesses
sufficiently high caliber writing ability to well represent the
Caucus to the NAEA membership. Is also currently an NAEA member,
and has been a member for at least two years.
Term: Appointed by the National Coordinator (at the start
of his/her term with approval from the Executive Committee) for
two years.
Responsibilities:
1. Keeps well-informed of current concerns, interests, and activities
of the CSTAE.
2. Writes and submits a column for the NAEA News which
will be timely, relevant, and informative of CSTAE issues and
concerns and which conforms to NAEA guidelines.
3. Maintains a record of all submitted columns, all printed material,
and all correspondence with NAEA officials with respect to the
column.
4. Names and trains a temporary columnist if unable to submit
the column, with approval of the Executive Committee.

- RECORDER (of the CSTAE
Executive and Business annual meetings)
Eligibility: Any current CSTAE member. Is also currently
an NAEA member, and has been a member for at least one year.
Term: Appointed by the National Coordinator (at the start
of his/her term with approval from the Executive Committee) for
one or two years.
Responsibilities:
1. Records the CSTAE Executive and Business annual meetings.
2. Sends the minutes of the Executive and Annual meeting electronically
to the Coordinator within one month of the meetings.

- ARCHIVIST
Eligibility: Any current CSTAE member who possesses organizational
skills, storage space, and knowledge about the history of the
CSTAE. Is also currently an NAEA member, and has been a member
for at least five years.
Term: Appointed by the Executive Committee for as long
as he/she/they desires to do it and the Executive Committee deems
their service worthwhile.
Responsibilities:
- 1. To maintain the records (By-Laws, newsletters, journals,
columns, etc.) which document the activities of the CSTAE.
Article V - Amendments
Amendments to the By-Laws may be made
at the annual general business meeting by a majority vote of the
members present if the membership has been informed of the proposed
amendment prior to the annual meeting. (Absentee ballots may be
obtained from the Coordinator.)
Article VI - Guidelines
All policies and activities of the
Caucus shall comply with the NAEA Affiliate policies and guidelines.
